Outlook - Vista, Outlook 2007 ... Windows Mail? ... Netscape

I'm helping a friend setup a new Vista computer and she wants
to move her Win98 Netscape 4.7 email to Outlook 2007.  I have read
of methods using Outlook Express as an intermediary, but then
I learn that OE has been replaced by Windows Mail.

Can Windows Mail be used to convert from Netscape/Thunderbird
and then from Mail to Outlook?
