Outlokk is trying to send messages when the Outbox is empty.

My outlokk is trying to send 45 messages when my Outbox is empty.  This cause
the program to work erratically.  I have to constantly close all programs and
restart the computer, to receive new email.

What type of email account? Could they be read receipts?
