Outlook - Registry Key to Set Junk E-mail Option to "No Automatic Filtering"

What is the registry key to diable Outlook 2007 junk e-mail filtering.  We
need it to be set to "No Automatic Filtering".  We're not using Exchange and
would prefer not to use Group Policy.

0003041b value of FF FF FF FF should be off,  03 00 00 00 should be high.
