Outlook - Alternation file location for stationary

One of my customers has had some Outlook stationary created by his
web-designer. The designer tells him to place the stationary's html
file "somewhere in program files/common files" (according to my customer).
A bit of Googling [1] indicates that the full & correct path is "C:\Program
Files\Common Files\Microsoft Shared\Stationery", but this is inaccessible
to the user due to domain permissions.
I can place the file in this location for him, but it would be easier - in
the event of revisions or whatever - if he were able to copy the file
himself.
Are there any other locations that Outlook accepts for stationary? I am
thinking there might be an equivalent inside "C:\Documents & Settings"?
